Some webcam sites run entirely in the browser; others want an app installed. The practical difference is what is left behind. A browser tab needs camera permission while it is open and stops when you close it. An app stays on the device until you remove it, and whatever permissions you granted stay granted until you change them.
Neither is automatically better — apps can be smoother and handle notifications — but if you would rather nothing persist on the device, browser-based is the option that does that. What the camera permission actually grants
Your browser is the gatekeeper here, not the site. Camera access is granted per-site, it can be revoked at any time in browser settings, and closing the tab ends it. Most browsers also show a visible indicator whenever a camera is live, which is worth knowing how to spot in yours.

Why live video freezes
Live video sends as well as receives, and most home connections are considerably weaker going up than coming down. That asymmetry is why freezing, robotic audio and a picture breaking into blocks are usually a connection issue rather than a site issue — and why a site that seems fine when you are watching can stutter once your own camera is on.
What actually helps: get closer to the router or use a wired connection, close other uploads and large downloads, and quit any video call running in another tab. If it is bad on mobile data but fine on Wi-Fi, that has answered the question.
What improves how you look
Light does more than hardware. A lamp or a window in front of you changes the picture more than a camera upgrade will, and being lit from behind will make almost any camera look poor. If your image is grainy or murky, try moving the light source before buying anything.
It is worth separating two problems that get confused. Grainy and dim is a lighting problem. Stuttering, freezing and blocky is a bandwidth problem. They look bad in different ways and the fixes have nothing to do with each other.
The two questions worth asking anywhere
Before turning a camera on at any site: does it record, and what personal details does it require to start. Both are usually findable, and if they are not, that absence is itself worth noting.
One thing no site can control is the other person pointing a phone at their own screen. That is true across the whole internet, and it is the reason the sensible rule is to show only what you would be relaxed about existing somewhere.
